Deakin University manages its compliance obligations through a university-wide compliance program. The compliance program is coordinated by the Compliance Manager, University Governance Unit. For the purposes of the compliance program, a compliance obligation is a positive requirement to do or not do something. A discretion or power is not a compliance obligation.
The compliance program has several elements:
• a web-based compliance register database
• a system designed to achieve compliance by the University with its obligations
under legislation and its non-academic
policies and associated procedures
• annual certification by heads of organisational areas as to compliance
by their areas
• the provision of advice by the Compliance Manager as to compliance obligations
and the compliance program
generally.
Each organisational area in the University is required to maintain a compliance
register which lists the compliance obligations relevant to that area together
with the actions taken to achieve and maintain compliance. There are designated
staff in each organisational area who have access to the compliance register
database.
The University’s controlled entities are not part of the compliance program
but may avail themselves of advice and assistance from the Compliance Manager.
The Vice-Chancellor is responsible to Council for the management of the University's
compliance obligations. A report on the compliance program is received annually
by Audit and Risk Committee. Audit and Risk Committee reports annually to Council
on the status of the compliance program.
